Executive Director of Population, Women’s Health and Strategy - Victorian Government Department of Health

Professional Bio
Kym Arthur is the Executive Director of Population, Women’s Health and Strategy in the Victorian Government Department of Health. Since being appointed to the position in May 2023, Kym has led ground breaking reforms including the establishment of Women’s Health Clinics and the Women’s Pain Inquiry. Kym has experience working across multiple portfolios throughout her public service career and has navigated complex and ground breaking reforms including family violence and women’s health.  

Prior to her current role Kym was Director in the Office of the Secretary.  The role required fast-paced collaboration and engagement across her own Department and beyond. Earlier in her career Kym spent 15 years in central agencies working in both DPC and DTF on social and economic policy.  

Kym has extensive experience in using storytelling to influence change at both personal and organisational levels. She has worked in social welfare, using storytelling to guide people experiencing challenging circumstances and brings this skill to the public service to help navigate complex organisational change and enhance culture. Kym leads through complexity and change with clarity, purpose and kindness. Always supporting independent thinking, innovation and striving for excellence in public service delivery and accountability.
